California Rail Builders selected as Best Value Proposer!

The California High-Speed Rail Authority (Authority) has identified California Rail Builders as the Apparent Best Value Proposer for the Design-Build Services Contract for Construction Package 4, the next segment of construction through the counties of Tulare and Kern and the cities of Wasco and Shafter.

The Authority had estimated the cost of Construction Package 4 to be between $400 million to $500 million, but has determined that California Rail Builders, who bid $347,557,000.00 million, presented the “Apparent Best Value.”

California High Speed Rail CP4

The project is located within the counties of Tulare and Kern, and the cities of Shafter and Wasco. It is bounded by a point approximately one mile north of the Tulare-Kern County Line to the north and Poplar Avenue to the south. The project alignment will extend approximately 22 miles in length. Major work elements include construction of at-grade, retained fill, and aerial track sections.

The estimated Project cost is between $400 and $500 million.

The Authority has established a participation goal of 30 percent to be performed by the following types of businesses:

  • Micro Business.
  • Small Business.
  • Disadvantaged Business (specific goal of 10% within the overall 30%).
  • Disabled Veteran Business (specific goal of 3% within the overall 30%).
